Does this mean that Jesus will not return to Jerusalem except by a servant?

Yes, because Jesus only comes near in the clouds to this earth. Jesus' foot will touch the Mount of Olives on the new earth. The Galileans that will see Jesus descend are dead. They will only see Jesus descend after their resurrection upon the new earth. Michael The Great Prince (Chief Angel) is the Servant. Jesus names his new name upon Michael. It is only by that name the dead can be raised. It is Michael the Archangel that comes down and raises the dead. He has the trump of God and it is the voice of the Archangel that raises the dead.

Another relevant find was Job 15:33-35

33 He shall shake off his unripe grape as the vine, and shall cast off his flower as the olive.

34 For the congregation of hypocrites shall be desolate, and fire shall consume the tabernacles of bribery.

35 They conceive mischief, and bring forth vanity, and their belly prepareth deceit.
