In 2016, Mexican soda tax supporters were targeted with NSO Group's government-exclusive spyware and exploit framework. The targets included Dr. Simón Barquera, a researcher at Mexico’s National Institute for Public Health, and Alejandro Calvillo, the director of El Poder del Consumidor NGO, both of whom are advocates for lowering consumption of sugary drinks and sodas.
These individuals received messages with malicious links that would have installed NSO Group’s Pegasus spyware on their phones. The spyware was developed by an Israeli cyberarms dealer that sells its digital spy tools exclusively to governments, but in this case, it may have been misused on behalf of commercial interests, not for fighting crime or terrorism.
The soda tax was implemented in Mexico in 2014, aiming to reduce the consumption of sugary drinks. One year after the tax was implemented, a study found that purchases of sugary drinks in Mexico had decreased by 12%, with the biggest reductions occurring among low-income consumers.
Despite the positive impact of the soda tax on public health, soda tax advocates have faced opposition and harassment, including being targeted with spyware. This case highlights the risks faced by public health campaigners advocating for measures to reduce the consumption of sugary drinks.
